Delegate Rohrbach moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 4643 – “A Bill to amend and reenact §16-2D-8, §16-2D-10 and §16-2D-11 of the Code of West Virginia, 1931, as amended, all relating to exempting a birthing center from certificate of need.”
